Biographical or Historical Note
Rose M. Zoia began practicing law in 1988 with Senneff, Bernheim, Emery & Kelly (now Senneff, Freeman & Bluestone) in Santa Rosa, California, where she litigated civil tort cases. In 1991, she started a solo civil appeals and writs practice, and in 1993, she began practicing environmental land use law with Susan Brandt-Hawley as Brandt-Hawley & Zoia in Glen Ellen, California. In 2000, Rose moved her solo practice back to Santa Rosa, continuing to practice land use law and general civil appeals and writs.
